  9. inadequate care and treatment of TB/HIV confection and opportunistic infection including kaposisarcoma (KS),
     
  10. deficient contact tracing, tracking, and follow up of TB (tuberculosis) patients
     
  11. non adherence to Anti Retroviral-viral Therapy (ART),
     
  12. subsequent development of resistance to available anti retroviral therapy (ART) with attendant problems of treatment failure, immunologic failure and/or clinical failure,
